Implementing Basis 1. Special Equipment Safety Law of the People's Republic of China (No. 4 Decree of the President of the People's Republic of China issued on June 29, 2013) Article 49: Transportable pressure vessel and cylinder filling unit shall possess the following conditions, and are approved by Management of Safety Supervisory Department in charge of special equipment before conduct the filling activities.
2. Name of Item 12 of Annex 1 of The People's Government of Henan Province’s Decision on Cancel and Adjustment of Delegating Items Requiring Administrative Approval and Items Requiring Non-administrative Approval (YZ〔2014〕No. 96): Permission of transportable pressure vessel and cylinder filling unit (except the cylinder filling unit for vehicles) is delegated to provincial and county-level Quality Supervision Departments under the jurisdiction of Henan Province.
Application Condition
Application Materials (i) First-time application 1. Application for transportable pressure vessel (gas cylinder) filling license (original, in quadruplicate, attached with e-texts); 2. Business License; 3. Graduation certificate and professional title certificates of the technicians required in application qualification conditions; 4. The special equipment work personnel certificate required in application qualification conditions; 5. Document of approval by Department of Government Planning and Fire Fighting and other departments; 6. Quality control manual (including Quality Control System and Safety Management System as well as emergent measures) (Transportable pressure vessel only provides the documents of Quality Assurance System and catelogue of emergency plan for filling unit accidents); 7. Registration form for use of the gas cylinder (original documents, only provided by the cylinder filling unit). (ii) Review and replacement of certificate 1. Application for filling permission (renewal of certificate) of transportable pressure vessel (gas cylinder) (original, in quadruplicate, attached with e-texts); 2. Filling permission (original) of transportable pressure vessel (gas cylinder); 3. Business License; 4. Document of approval by Department of Government Planning and Fire Fighting and other departments; 5. Comprehensive work report of the filling permission in period of validity (original, by the transportable pressure vessel filling unit); 6. Documents of filling quality system and emergency plan (catelogue) for accidents of the filling unit (provided by the transportable pressure vessel filling unit); 7. Disposal of the accidents of filling (original, provided by the transportable pressure vessel filling unit); 8. Annual supervision & examination report (original, provided when the cylinder filling units apply for direct renewal of certificate). Remarks: 1. Those which don't indicate the originals shall be checked up with the originals and the copies shall be reserved; 2. All copies shall be stamped with official seals; 3. If any of the above-mentioned businesses shall be handled by entrustment, the original of authorized letter of attorney and copies of IC card of the trustor and trustee also shall be provided; 4. The term of validity for the certificate is four years, and application for review can be proposed within six months before expiration.
