Project Land Pre-approval Comment Letter issued by the administrative department responsible for land and resources or copy of Certificate of Land; 6. Project Construction Review Comment Letter issued by the competent department of related industry; 7. Copy of Enterprise Business License or copy of Legal Person’s Registration of Institutions, copy of Certificate of Registration of Private Non-enterprise Units; 8. A preliminary plan for bid invitation in respect of projects that must invite bids; 9. Power of Attorney.
