Implementing Basis 1. Special Equipment Safety Law of People's Republic of China (No. 4 Decree of the President of the People's Republic of China issued on June 29, 2013) Article 14: Special equipment safety control staff, detection staff and operators must get relevant qualifications before work. Special equipment safety control staff, detection staff and operators must follow safety technical specifications and management system strictly to ensure special equipment safety.
2.Regulations on Safety Supervision for Special Equipment (No. 549 Decree of the State Council of the People's Republic of China issued on January 24, 2009) Article 38: Operators and relevant management personnel of boilers, pressure vessels, penstocks, elevators, hoisting machineries, passenger ropeways, large-scale amusement facilities and special motor vehicles within site (plant) should pass the examination of special equipment safety supervision management department according to relevant national regulations, obtain special type operator certificate in national uniform format, and then engage in corresponding operation or management.
Application Condition
Application Materials (I) First-time application 1. Application for Special Equipment Operator Examination (original); 2. ID Card; 3. 2 cun, full-face and bareheaded photos (2 photos); 4. Diplomas or official transcripts; 5. Report cards (ii) Review and replacement of certificate 1. Review application form of special equipment operators (original); 2. ID Card; 3. 2 cun, full-face and bareheaded photos (2 photos); 4. Certificate of special equipment operators (original); 5. Safety education and training certificate within the validity term of the certificate (original); 6. Health certificate (provide when the examination syllabus has special requirements for physical condition); 7. Evidence material (original) of within 1 year outage time during relevant project operation when holding the certificate; 8. Evidence material (original) of no operation against the law. Remarks: 1. Those which don't indicate the originals shall be checked up with the originals and the copies shall be reserved; 2. All copies shall be stamped with official seals; 3. If any of the above-mentioned businesses shall be handled by entrustment, the original of authorized letter of attorney and copies of IC card of the trustor and trustee also shall be provided; 4. The term of validity for the certificate is four years, and application for review can be proposed within three months before expiration.
