Implementing Basis 1. Metrology Law of the People's Republic of China (approved on September 6, 1985 by the 12th meeting of the sixth session of the standing committee of the National People's Congress, revised on December 28, 2013) Article 8: Enterprises and institutions shall establish the metrological standard instruments used by their own units according to their needs, and the highest metrological standard instruments shall be used after the examination and approval of the relevant metrological administrative departments of the people's government.
2. Henan Province Regulations on Metrology Supervision and Management (approved on May 27, 2000 by the 16th meeting of the ninth session of the standing committee of the People's Congress of Henan Province, revised on March 31, 2005) Article 26: Social public measurement standards and the highest measurement standards used by enterprises, institutions should be examined and approved by the metrological competent administrative departments above the provincial cities level. Those who do not have the ability to assess, should be reported to the provincial competent administrative department for assessment, and can be put into use after the measurement standards assessment certificate issued.
Application Condition
Application Materials (i) New measurement standards assessment 1. Measurement standard assessment (review) application form (1 original); 2. Measurement standard technical report (l copy); 3. Measurement standard measurement repeatability assessment records; 4. Measurement standard stability assessment records; 5. The valid verification or calibration certificates of measurement standard device or main ancillary measurement equipment; 6. The original records of the verification or calibration items and the corresponding simulation verification or calibration certificates ; 7. Business License (Keep 1 copy); 8. Supporting documents to the status of a legal person ; 9.Authorized Letter of Attorney for Handling Administrative Approval Items(1 original); 10. The trustee's identity document . (ii) Measurement standard review assessment 1. Measurement standard assessment (review) application form (1 original); 2. Measurement standard assessment certificate (1 original); 3. The valid verification or calibration certificates of measurement standard device or main ancillary measurement equipment in measurement standard assessment certificate validity period; 4. Such as the replacement of measurement standard device or ancillary equipment should be attached with the measurement standard replacement declaration (original, in duplicate); 5. Randomly selected 2 copies of the original records of this measurement standard for the recent verification or calibration and the corresponding verification or calibration certificate; 6. Measurement standard stability assessment record in measurement standard assessment certificate validity period; 7. Measurement standard measurement repeatability assessment record in measurement standard assessment certificate validity period; 8. Supporting documents to the status of a legal person ; 9. Authorized Letter of Attorney for Handling Administrative Approval Items; 10. The trustee's identity document ; 11. Business License(1 copy) Basis: Article 7 of Detailed Rules for the Implementation of the Law of the People's Republic of China on Metrology (on February 1, 1987, issued by National Metrology Bureau). Notes: 1. Those which don't indicate the originals shall be checked up with the originals and the copies shall be reserved; 2. All copies shall be stamped with official seals; 3. If any of the above-mentioned businesses shall be handled by entrustment, the original of authorized letter of attorney and copies of IC card of the consignor and trustee also shall be provided; 4. Measurement standard assessment certificate is valid for 4 years, the application for review assessment should be put forward six months before the expiration, those which exceed the validity of the certificate should re-apply for assessment according to the new measurement standards.
