Decision of the State Council for the Temporary Adjustment of Relevant Administrative Regulations, Documents of the State Council and Department Rules and Regulations Approved by the State Council in Pilot Free Trade Zones

People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, the ministries and commissions and directly affiliated institutions under the State Council:

To guarantee lawful and smooth implementation of relevant measures for reform and opening-up for pilot free trade zones, pursuant to the Decision of Standing Committee of National People's Congress for the Administrative Approval of Authorizing the State Council to Perform Temporary Adjustment of Relevant Laws and Regulations in China (Guangdong) Pilot Free Trade Zone, China (Tianjin) Pilot Free Trade Zone, China (Fujian) Pilot Free Trade Zone, and Extension Area of China (Shanghai) Pilot Free Trade Zone, the General Plan for China (Guangdong) Pilot Free Trade Zone, the General Plan for China (Tianjin) Pilot Free Trade Zone, the General Plan for China (Fujian) Pilot Free Trade Zone, and the Plan for Further Deepening the Reform and Opening-Up for China (Shanghai) Pilot Free Trade Zone, the State Council hereby decides to temporarily adjust 18 administrative regulations including the Detailed Rules for the Implementation of the Law of the People's Republic of China on Foreign-Capital Enterprises, 4 documents of the State Council including the Decision of the State Council for the Reform of Investment System, and 4 department rules and regulations approved by the State Council including the Catalogue for the Guidance of Industries for Foreign Investment (Revised in 2015) (catalogue attached) in pilot free trade zones.

Relevant departments of the State Council and the People's Governments of Tianjin, Shanghai, Fujian Province and Guangdong Province are required to make corresponding adjustment to the rules and normative documents stipulated by corresponding departments, provinces and cities in time according to the above adjustment, and establish management systems which match with requirements for pilot zones.

Contents of the Decision will be adjusted at proper times according to test conditions of the measures for reform and opening-up for pilot free trade zones.
