Implementing Basis No. 5 of the Notice of the issuance of "narcotic drugs and psychotropic substances mail management measures" (the State Food and Drug Administration [2005]498), The dispatching units of narcotic drugs and psychotropic substances shall, in advance, go to the local provinces, autonomous regions and municipalities directly under the Central Government for the supervision and administration of drugs, and shall, in accordance with the provisions of the State Administration of Taxation and Psychotropic Substances Department,apply for "narcotic drugs, psychotropic drugs mail certificate" (referred to as mail certificate). The Mail Certificate is valid once per application.
