Implementing Basis 1. Article 52 of Narcotic Drugs and Psychotropic Drugs Regulations (State Council Decree No. 442 of August 3, 2005): The unit that consigns or transfers narcotic drugs and the class I psychotropic drugs shallapply for a transportation certificate, to the drug regulatory authorities of the provincial, or Autonomous regions and municipalities directly under the Central People's Government in accordance with the provisions of the State Administration of Taxation and Psychotropic Substances. The transportation certificate is valid for one year.
2. "The State Council decision on the sixth batch of the abolition and adjustment of the administrative examination and approval items" (Guo Fa 〔2012〕52) Annex 2, No. 113 Name: Approval and issue of "narcotic drugs and the class I psychotropic drug transport certification"shall beimplemented by the district people 's government food and drug administration.

Application Materials 1. narcotic drugs, the class I psychotropic drug transportation certificate application form, the original one, stamped with official seal;
2. a copy of the "drug production license" or "drug business license" stamped with the official seal;
3. a copy of the "business license" stamped with the official seal, or a copy of the registration certificate with official seal;
4. a copy of the personal identity of the agent, the power of attorney from the legal representative, stamped with official seal;
5. application statement for transporting drugs, the original, stamped with anofficial seal.
