Application Condition Foreigner, who stays in Zhengzhou for a long period, abides by Chinese laws, is good health and has no criminal record.
Application Materials The household registration of your family members if they are Chinese citizens or the Foreigner's Permanent Residence Cards if they are aliens; notarized kinship certificates and notarized certificates of having no direct family members in the native country, notarized evidence of your financial sources or affidavit of financial support of such direct family members, notarized evidences of house renting or ownership certificate of the house leased or owned by the applicant or your relatives. IV. For Those Holding Posts and Their Spouses & Children 1. Eligibility You shall have held post as deputy general manager, deputy factory director or higher position, or have been entitled as associate professor, associate researcher, or higher professional title in China, or enjoy the equal favorable treatment for four consecutive years; and have resided in China for no less than three years in these four years and have good taxpaying records, your spouse and children (under the age of 18 and unmarried). You shall be employed by institutions that come into the following categories: a. Departments directly under State Council or institutions affiliated to provincial people's government; b. Key institutions of higher education (those of "211" Educational Project and of first-block enrollment in National Entrance Examination); c. Enterprises and institutions carrying out national key engineering projects or major scientific research projects; d. New and high-tech enterprises, foreign-invested ventures encouraged by the government, foreigner-invested venture with advanced technology or export-oriented foreign-invested ventures. 2. Documents required a. Certificates of your post or your professional title issued by your employer; b. The original and photocopy of your “Foreign Expert Certificate” issued by Henan Administration of Foreign Experts Affairs or “Alien Employment Permit” issued by Henan Department of Labor and Social Security; c. Certificates of registration and annual inspection of your employer, evidence of your personal taxpaying. The approval certificate of foreign-invested enterprise and certificates of joint annual inspection for the recent 3 consecutive years if your employer is a foreign-invested venture; d. The Project Certificate issued by the authority at the provincial level or ministerial level if you are employed in an enterprise and institution carrying out national key engineering projects or major scientific research projects; the certificate of new and high-tech enterprise if you hold a post in it; the confirmation of foreign-invested projects encouraged by the state, or confirmation of foreigner-invested venture with advanced technology, or confirmation of export-oriented foreign-invested venture if you are employed in one of foreign-invested ventures encouraged by the government, foreigner-invested venture with advanced technology or export-oriented foreign-invested ventures. Besides valid passport and visa, your spouse and children (under the age of 18 and unmarried) shall also submit the kinship certificates. Kinship certificates are referred to as followed: the marriage certificate for your spouse; the birth certificates or kinship certificates for your children (under the age of 18 and unmarried). Certificates of adoption shall be submitted in case of adoptive relations. Certificates of adoption shall be issued by department of civil affairs at the provincial level in case the adoptive relations are established in China. Certificates of adoption shall be issued by a Hong Kong notary entrusted by Chinese government if the adoptive relations are established in Hong Kong. Certificates of adoption shall be issued by a notary of Macau SAR in case the adoptive relations are established in Macau. Certificates of adoption shall be issued by a notary of Taiwan in case the adoptive relations are established in Taiwan. V. For Those Specially Needed and Their Spouses & Children 1. Eligibility The person who have made significant and outstanding contributions to China or are specially needed by the State, and his/her spouse and children (under the age of 18 and unmarried). 2. Documents required a. Official letters of recommendation and letters of confirmation from relevant authorities of Chinese government; b. Besides valid passport and visa, your spouse and children (under the age of 18 and unmarried) shall also submit the kinship certificates. Kinship certificates are referred to as followed: the marriage certificate for your spouse; the birth certificates or kinship certificates for your children (under the age of 18 and unmarried). Certificates of adoption shall be submitted in case of adoptive relations. Certificates of adoption shall be issued by department of civil affairs at the provincial level in case the adoptive relations are established in China. Certificates of adoption shall be issued by a Hong Kong notary entrusted by Chinese government if the adoptive relations are established in Hong Kong. Eligibility The alien who makes direct investment in China stably for three consecutive years and has good taxpaying record, and his/her spouses and children (under the age of 18 and unmarried) The alien referred to in this article shall belong to one of the following categories in terms of the investment actually made: a. Those whose investment is more than 500,000 U.S. dollars in the encouraged industries listed in the Guidance Catalogue of Industries for Foreign Investment promulgated by the country; b. Those whose investment is more than 1,000,000 U.S. dollars to central regions of China; c. Those whose investment is more than 2,000,000 U.S. dollars to China. 2. Documents required: a. Submit the certificate of personal tax payment for the recent 3 consecutive years, and the instruments of foreign-invested enterprise such as approval certificate, certificate of registration, certificate of capital verification and certificate of joint annual inspection for the recent 3 consecutive years; b. Certificate of confirmation for encouraged foreign investment projects (issued by relevant department at the provincial level or higher level) if your employer is a foreign-invested ventures encouraged by government. Besides valid passport and visa, your spouse and children (under the age of 18 and unmarried) shall also submit the kinship certificates. Kinship certificates are referred to as followed: the marriage certificate for your spouse; the birth certificates or kinship certificates for your children (under the age of 18 and unmarried). Certificates of adoption shall be submitted in case of adoptive relations. Certificates of adoption shall be issued by department of civil affairs at the provincial level in case the adoptive relations are established in China. Certificates of adoption shall be issued by a Hong Kong notary entrusted by Chinese government if the adoptive relations are established in Hong Kong. Certificates of adoption shall be issued by a notary of Macau SAR in case the adoptive relations are established in Macau. Certificates of adoption shall be issued by a notary of Taiwan in case the adoptive relations are established in Taiwan. Materials submitted when apply for re-issuance or replacement 1. In case of expiration, content change, damage or loss of the Foreigner's Permanent Residence Card, the holder may apply for replacement to exit & entry administration department of the public security organ at the city level or the branch office or county office of the public security bureau of a municipality under the central government, which is in charge of the applicant's long-term residence. The public security organ may reissue a Card to the applicant within one month, after the confirmation that the applicant has not lost permanent resident status in China; 2. Foreigner who holds Foreigner's Permanent Residence Card shall apply for a new one within one month before it expires. In case of any content changes, the holder of the Card shall apply for a new one within one month of such changes. In case of the Card damaged or lost, the holder shall promptly apply for a new one or a replacement; 3. To apply for reissue or renew an “Foreigner's Permanent Residence Card”, the applicant shall complete “Form of Application for Reissuance or Replacement of Foreigner's Permanent Residence Card” and submit five recent 2 inch color photos (full face without hat); 4. Generally such applications shall be accepted and handled by the original handling organs. In case that the long-term residence has changed, such applications may be handled by the public security organ at your current residential place.
Transaction Procdure 1.Applicant submits application materials;
2.Reception staff examines these application materials;
3.For application materials in compliance with relevant stipulations, a notice of acceptance will be printed and delivered to the applicant. For application materials not in compliance with relevant stipulations or not complete, the staff shall tell the applicant in writing or orally;
4.The applicant pays relevant fees;
